From what I have observed, the ability to resize a VST plugin depends on the plugin. For example, iZotope Neurtron 2 is not resizable, while their latest iZotope Neurtron 3 is. I suspect their ability to recognize the hi DPI monitor is also VST plugin-specific but I really don't know.
