I researched this some time back, but didn't actually ever try the proxy workflow myself. What I concluded was that the Nablet plugin was going to be the best bet. You can download a free, watermarked version to test it out. I would recommend reading through the support document that Nablet supplies, which goes into details about the proxy files

You're just discovering one of the limitations of the Avid effects architecture. It's been this way as long as I can remember ... and I started with Avid in the mid 1990s! I think this might be possible if you use Boris effects instead of the Avid ones, but it means purchasing something like the Continuum AVX plugins, which aren't cheap

Youlean do a free/Pro version of their loudness meter. It's available as a standalone program as well as VS2/3, AU and AAX plugins. Claims to be 100% accurate. I've tested the standalone against the inbuilt Fairlight analyser (within Davinci Resolve) and they broadly agree with each other. https://youlean.co/youlean-loudness-meter/

You should find that if you open up a bin with the offline clips and just link one file from the backed up media, the other clips should magically go online. If this doesn't work, make a new bin and link these backed up files. After a few seconds you should find the original master clips in the original bin re-appear.
