Correct, but remember when delete time rolls around, a clip borrowed from project A into project B using open bins will go media offline in both projects, when project A and it's media are deleted. To avoid this, consolidate the borrowed clip while inside project B, which will create a ".new" master clip and associated media file that is linked to project B, and use that clip for your edit in project B.

So if you've already used the clips in the timeline, after you consolidate you have to replace these clips in the timeline of project B with the consolidated copies?

Correct, IF you intend to delete project A and it's media and still keep project B alive and well.
