i've opened a case with Blackmagic about this and the other issue I'm having with the SD output to a client monitor. Supplied them with information and just waiting to hear back from them. As soon as I do, I will update everyone.

rolling back to v 11 did not solve the issue for me

Is there a particular reason you need to use an old version? The problem is that the latest versions have changed the naming cconvention of the driver folders, used by Avid. Upto 12.4, this is not the case, but if you roll back you will still need to completely de-install the new versions. In rolling back Avid, it possibly did this anyway and so it will now work.
just testing......the 12.4 version did not help with 2022.12 so i rolled them both back...happy editor now and will wait to hear what BM and AVID do to fix this going forward......

As I said, simply rolling back to 12.4 will not fix the issue, if you had already installed 12.4.1 or 12.4.2. You have to uninstall and delete the Blackmagic Desktop Video folder too (or use Mtahir's workaround on Windows). 12.4 works here fine, as it should, after having done that. It's not an Avid issue - it's a BMD one.
12.4 worked with 2020.12....after 2022.12 installs, i will report back
sorry...it did not work to run v12 (or any other version in my testing) with v2022.12...i will now try 2021.12
success....with v12 and MC 2021.12 with the .7 patch....or without
so, it is clear this is NOT just a Blackmagic problem...BM and AVID need to talk and get this resolved in V 2022.12
