This little thing has driven me bonkers for a while.
Example: I have an effect on the timeline that I want to adjust the parameters for. So, I click over into Effect Mode using the tab on the right side of the screen. Now, even though I have taken the time to carefully lay out all of my tabs to be the "perfect" Effect Mode configuration... it all goes out the window. Whenever I click on the Effect Mode button, the Effect Editor window does NOT appear. This is despite the fact that I specifically configured it to appear within the Effect Mode layout.
So, EVERY single time I go to edit the parameters of a clip effect, I have to go up to the Tools menu, and then select Effect Editor.
It drives me crazy.
I've tried new user settings, reset Effect Mode to default. reset to default then change again... nothing works.
Any ideas?
Is it that it's not there at all or it's not populated with the effect parameters? And don't forget that clicking the TC track will make it vanish. Don't do that unless you plan to play more of the sequence in the monitor than just the effect clip.

Just to make sure, did you save the Effect Mode workspace after setting it up how you want it? If not, that might be why it's reverting to a different configuration the next time you click on the workspace button.

To answer the above notes... the Effect Editor is just not there at all. I have to go up to the top menu to manually re-activate it. I tried to attach a screen shot, but it doesn't seem to work.
I have re-saved the configuration many times. But every time I go from Edit to Effect mode, the Effect Editor is a blank panel that says "Effect Editor" on the left vertical area, but has no parameters or controls.
Parameters will only show up if any effect is present on the clip you're parked on, on the selected V-track.
Yes, I am aware of that. I have used Media Composer for about 20 years, so the fact that it's not working as expected is very confounding.

Something is definitely broken with the Effects Editor when you always have to manually activate it.
I'm not glad you're having the same problem, but glad it's not just me!
I have tried as many ways as I can think of to figure out how to "unbreak" it. I have made the effect to be edited the only active video track before going into Effect mode. I have selected the clip within the timeline before going into Effect Mode. I have created new user settings. I have set the Effect Mode settings to factory default.
Nothing works.
I've tried all the same thing you've tried. Hate to be negative but I don't think there's anything we can do. I think Avid needs to note this as a bug (or we have to get it officially reported as such) and get their coders to find an under-the-hood fix.

Having recently installed 2021.12 I have also noticed this issue. Previous versions I was using it was fine but now I have to manually restart effect editor which really slow the workflow.
I guess this may have been addressed in a later version.
Playing around I have just found that if i click in to the effect editor panel when it is open and showing effect editor (i manually re loaded it) then save the workspace, it now does appear when i call up effects workspace in the sidebar.
Whether this stays I will see.

And was happening with 2023 even after creating a new user and rebuilding workspaces. It's not every time I switch into a custom workspace for Effect Editing, and haven't seen the common denominator that makes it happen. Very tiring, though.

Have you tried whether the "load last known workspace state" vs. "load last saved workspace state" (Settings > Interface) makes a difference?
I just found out something interesting. When I have the custom (or default Effects) workspace showing and I click in the timeline beyond the right end of the sequence, the effect editor panel disappears. Consistently. Not sure if that’s the only way it disappears, but this is the first time I saw it actually happen. It also happens when clicking in the tiny area at the head of the sequence in the timeline. Clicking back onto any clip and then changing to another Workspace and back to Effects restores the panel.
Changing the Interface settings didn't change that behavior.
I responded to Ajay's request for info, so hopefully this gets fixed.
