I did a test shoot with the new Canon C500 MKII camera where it recorded large raw files while also recording proxies simultaneously. When I was done editing the proxies, I did the following (which I've done countless times previously in avid when I used to export my own transcoded proxies and cut with them first):
- opened the bin with the RAW files and highlgihted / selected them all
- cright clicked my sequence and selected "Relink"
- selected the "Selected items from all bins" option
- clicked on relink
Yet everytime I get the same error of "No clips were relinked. You may wnat to try <stuff that doesn't work>..."
THis is the first time I've tried relinking with the new avid layout, is something different now? I also couldn't relink my colored Davinci roundtrip footage on a separate project... what's going on!?!? Any help would be greatly appreciated, thanks so much :)

As you say, the method you discribed should work.
I'm interested in your mention of the NEW Canon C500 and the NEW avid (latest 2019 version?).
It's entirely possible that something has broken this workflow with these new products.
My first course of action would be to compare the metadata between the proxy and RAW Canon files. Check that timecodes etc match.
My second thing to do would be to ignore the Canon proxies and create your own (say DNX36) and see if these will relink to the originals.
I have had exact situation - your best friend is 'Disk Label'.

It assumes you have adopted the method from ingest but works just as well after the fact. This method works for all proxy/Master relink workflows.
With the new UI layout I've found I have to float the Sequence bin and the "rushes" bin before that will work.

Mercer this worked great! So simple, just make matching Disk Labels and voila, the effects and coloring transfered over flawlessly too!
Having trouble entering data into the Disk label field.
Rushes were transcoded in Resolve, & successfully imported into Media composer & Merged with ALE. When I try to add metadata into the Disk label field by modifying the clips, nothing is added.
Has anyone had this problem and sorted it?

You have to enter the disk label via menu>clip> modify, not by entering the field directly in the bin. Follow the method outlined in the video link I gave above and you should be good to go.
