First off, happy holidays to everyone!
Second off, I tried a similar post earlier, but it went off to moderation for approval, perhaps because it included images in the form of screen captures. I imagine the moderator is doing other things about now, so I will try again without the images to see if my post goes through.
Here is the situation:
I'm having no success getting 8.3 to open. During the "initializing AVX2 Host" sequence I get a pop up, saying "Activation Error - C:\Program Files\Avid\Avid Media Composer\AAE.dll" at the top of the box, followed by "The licensing service required to activate this software is not running. Please reinstall the product or download and run iLok License Manager installer here: http://www.ilok.com"
I click "OK" and the box closes. Gears grind for a little while then, at the beginning of the "Initializing Hardware" sequence I see a new box: " Exception: AMPITest: Failure reported with no error details, ACFRESULT:0x8000000D". I "ok" that box and the program stops loading and immediately closes.
Some more background:
8.2 loaded and ran like a champ.
I reviewed and followed the installation procedures.
Application manager indicates current versions of all relevant software.
Activation/deactivation works fine.
I've uninstalled/reinstalled a bunch of times. The first time I did the installation directly from the application manager. After that I tried doing it from within the installer package. I've re-downloaded the installer and repeated the process, several times.
I've uninstalled the iLok software and any file I could find related to it.
I've uninstalled the application manager and it is always re-installed with success. It opens fine.
I am and have always been software only. No dongle. None of my other software uses a dongle.
My video driver was current for 8.2. I haven't yet checked to see if it is different for 8.3, but will do that after this post.
So, I'm feeling a little bit like the kid with a new present but no batteries to make it work, and all the stores are closed. Bummer.
If there is a solution I've not seem to have located, please point me it the right direction.

I had the same issue today. I solved by unistalling pace driver reboot the computer and re-installed it and rebooted

Where did you locate the driver to re-install it? From the iLok website, or from somewhere within the Media Composer installer package, and if so, where might it be.

I run media composer installer. it will re-install pace drivers and application manager (even if it is already installed)

Well, this issue presented itself again, after being resolved. The only change I made that I am aware of was installation of an Edius codec pack. Deleting it did not fix the problem.
I followed the suggested procedure (that had previously worked) through several cycles, without luck. Finally removed ilok, MC8.3, the Application Manager, the works, and re-installed. After some "syncronizing" time in Application Manager I am back among the living.
I just updated Quicktime player to 7.7.5, so hopefully it won't be killed again.
This is very weird behavior. I've spent something like 10 hours screwing around with this.

why you use quicktime 7.7.5? Mc 8.3 need version 7.7.6
I've been having the exact same problem.
A reinstall of the iLok Manager or MC 8.3 fixes it for the first boot, but then the error starts up again.
On Win 7 SP1, Z820, Nitris DX.
I also get a InitSearchClientDone: GetResult() failed error.
Any help very much appreciated.

I went to customer service and had them help me. It took about 10 min for them to walk me through the process. I can open MC now but I still get an annoying message from Ilok when the project screen comes on. I can x it out and select my project but I need to get back in touch with customer service to fix it.
Ok so to distill all the info I have:
I have seen three errors on v8.3 -
1) Activation Error - C:\Program Files\Avid\Avid Media Composer\AAXHost.dll
The licensing service required to activate this software is not running.
Please reinstall the product or download and run the iLok License Manager here: etc
2) Search
InitSearchClientDone: GetResult() failed.
3) AMPITest error that pops up whilst initialising hardware and prevents the launch of MC.
1 appears to be pretty persistant
2 is, I believe, a known bug, and I have seen it in earlier versions of 8.
3 is unknown.
Unfortunately I am rolling back to 7.0.4.1 as the quick succession of v8 updates etc seems to be riddled with issues at the moment. Not surprising I suppose as there are alot of big changes to the code licensing/resolution-wise.
For the first problem I found this solution (win7 MC8.2): go in computer/manage/services select PACE / property and change the startup option from "automatic" to "automatic delayed" then on the log on tab select "This account" and indicate the user (with administrator right) name and password.
Is important note that if you don't have a very fast system drive MC slowdown consistently the Windows loading and is necessary wait till the end of the log on before strart media composer.
