Rather than use Rec. 709, you might want to consider using Rec. 2020. It encompasses then entire range of Adobe rgb (1998) and almost all of ProPhoto. This assumes you're in a Progressive project (Rec. 2020 is not supported for interlaced).

I'm still ingesting old tapes (a long archival project). I have an inexpensive firewire card in my editing box, and it works fine with 2018.12.

Are you looking to crop the stabilized image to fit the HD frame? If so, the set the project type to 4K, and stabilize the image using crop, not resize. This gets you black bars around the stabilized image. Render the sequence and do a video mixdown. Change the project type from 4K to HD. Right-click on the mixdown video, and choose Source Settings

You might need both the decoder: https://www.canon-europe.com/support/consumer_products/products/camcorders/digital/hdv_series/xf705.aspx?type=download&language=EN&os=WINDOWS%2010%20(64-bit) as well as the Canon XF plugin: https://www.avid.com/plugins/ama-plugins Unfortunately, I don't have any Canon XF-HEVC material on which to test.

Could you please clarify what you mean by running out of space? How much text are you trying to add? I think the comment field is only about 255 characters wide.

And just to return to the original question, if it is raw DV in an OMF file, you can get it out using FFMPEG (or any of the HDCinematics app's which provide a front-end to FFMPEG). Just to get the video out with FFMPEG you can use something like: ffmpeg -i inputfilename.omf -c:v copy -c:a copy outputfile.dv This rewraps the audio and video back
