You may have better luck capturing with CapDVHS then importing the mpeg into a 720 project in Avid. Which sucks, but at least you can edit your res natively .

There's a few threads on the best method of getting to DVD from Avid - I personally use TMPGEnc Xpress 4 to convert QT Ref's to MPEG2's, then Adobe Encore 2 if I'm producing a full DVD or just TMPGEnc DVD Author if I just need to get the MPEG2 onto a playable DVD.
