Ok well I will do some test! Our footage is not HDV though, it is full HD from XDCAM. It does get the Long GOP error though and we are using MC5 but maybe not the latest. I will check. Thanks for your help!
I often find adding a submaster to the top layer and rendering that, or even a colour clamp (which I frequently need) is more efficient than a mixdown and easier to modify to material underneath because all you need do is re-render the effects (“red line” )portions of the effect on top.. The trick with HDV material is when you're exporting to only choose that top layer and ensure your export settings are set for enabled tracks only. Otherwise you'll get the error. It's stupid, really. the Avid should ignore the tracks underneath for the export anyway...but it doesn't so just choose the top most layer be it mixdown, submaster or some other effect, and your audio tracks and then export. Hope that helps!

Sorry can you explain what you mean as a submaster? Do you mean a video mix down?
Sorry....I’m not being clear. Create a new layer. On that layer add a SUBMASTER effect clip (under the image group in your effect palette, I think).
It's a null effect which is to say it doesn't do anything except by rendering it which forces elements under it (both nested and in the layers below it) to mixdown but (!) with the benefit of you being able to make changes underneath the clip in the lower layers and then simply render the effect again. You can tell if something changed because a “red line” will appear over the area that changed letting you know it needs rendering.
As for GOP media you have to remember to only select that top layer for export or you’ll get an error saying it can't export GOP media (again, kinda dumb..because it can--it just forces you to take a step yourself) Does that help?
I have the same workflow as you, Fish. I am thinking Avid stops export if there is any GOP media at all because part of the QT export process is the rendering of unrendered sections of the timeline. Just a thought.
My experience is the Avid throws up the error AFTER the render...so if you only select the submaster effect layer there is no issue. It's what I do all the time!

I'm replying to the above post out of sheer frustration. I have been trying for 2 years, no exageration,
to burn SD DVD's from HD and SD 16x9 AVID projects. I am currently posting to try and gleen some help from the community.
I have created a new 25i PAL SD project, opened an HD project bin and sequence. Then tried to export QT ref but keep getting a 4x3 result.
AVID MC7.0.2 win7 sorenson 8 sonic AVID DVD
What AM I doing wrong? Any advice that works and I'll marry you. Oh the video link above doesn't work for me either.
I'm jinxed!!! Ideally, I'd be looking for an "all boxes checked" workflow guide

The Pal project, the QT reference is always 4:3. This is due to the essence of the resolution (720x576). QT to the container does not have metadata information on the interpretation of pixels and interprets the only square resolution. Set the aspect ratio to 16:9 I set up the calculation of MPG. This means the input QT 4:3 (720x576), the output MPG 16:9 (720x576). I use TMPGmastering or Sorenson.V.
