The what's new guide for 2018.12 has a pretty good overview:  http://resources.avid.com/SupportFiles/attach/WhatsNew_MediaComposer_v18.12.pdf

How do I add a fade transition to the title?

As far as I can tell, at the moment all you can do is add a dissolve at the start or end if you want the title to fade on or off.

I was hoping "Fade Effect" would work, but it says "The effect does not allow the fade" and I tried keyframing the foreground parameter, but that seems to have a bug in it where it's only fading part of the title's shadow. Is anyone else seeing the foreground parameter weirdness? If so, and if nobody else has already, I'll escalate it to Avid.

Then how do I add a dissolve to the title? I can only add it to the background video.

The same way you add a dissolve to anything else. Assuming your title is on V2 and your background video is on V1, turn V2 on, V1 off, park on the edit point where the title begins and press the quick dissolve key/button.

Thank you...I was doing it wrong by adding the title effect to the same backgroung track. I have been using other non-linear editing programs lately.
