Not really. Most deinterlace tools work by repeating either the even or odd lines, effectively reducing the resolution by half. There are some tools that attempt to work around this but they all have different limitations.

This isn't something that I've had to do in a while, but it should work. I'm pretty sure that it did in the past anyway. Apply a timewarp effect, check that the input is set to interlaced and the output progressive, and set the mode to blended interpolated with the speed at 100%. That should give you a clean deinterlace. There will be some slight loss of vertical reolution but it will look a lot better than the field doubling effects that jef referred to.

That is one way. But from what I understand, all it is really doing is doubling the even lines, doubling the odd lines and then doing a 50/50 mix which means that with any motion, things will get very blurry. Now, one could say that is just like motion blur, but ..... Not 100% sure this is the case, just remember reading that somewher.
Avid does have an Adaptive Deinterlace option. Not sure what it is really doing under the hood. But it is a real render hog.
Blended interpolated mode doesn't duplicate lines, it interpolates new lines. The result when I did it was subjectively more that acceptable. I haven't tried Adaptive Deinterlace, because it's a very long time since I've had to deinterlace at all. As I understand it, it only deinterlaces areas of the frame where there's motion. I don't know the technique used, but I would imgaine it's likely to be some variant of pixel flow. That would certainly make it a render hog.
Pixel flow of course can introduce its own artefacts. Jelly-like motion, morph-style distortions and fun stuff like that. You know what they say: you don't get nuttin' for nuttin'.

the format setting of my project is set to 1080p/25 and dimention is 1920x1080 and progressive is inactive and I can't change anything. How do I check that the input is set to interlaced and the output progressive. As I understand there will be some loss of resolution, can I restore it by adding sharpening effect. by the way I don't find any effect in AMC for sharpening.

Hold on a minute... Let's go back to your original post. There are two separate possibilities to what you are dealing with. I am unclear which one is the issue. Please look at these following two scenarios and tell me which one is correct:
Scenario 1) You have digitized 4x3 SD media from tape or imported from a file into an HD project. Everything looks fine, however when you are exporting to a file, you are noticing horizontal lines (bad deinterlacing) around all of the edges of the SD media.Scenario 2) You are in an HD project. You have somehow imported SD media, and it already looks bad inside of the HD project.If it is Scenario 1, then the problem is in the exporting process or in some workflow changes or settings that can be fixed somewhat easily. If it is scenario 2, then the problem may have been inflicted onto the SD media way before it ever came to you, and you might be stuck. (Like if it was ripped incorrectly from a DVD, and interlacing was accidentally flipped during the original ripping process.)Also when you reply, please include as much information as you can about how/where you obtained the SD media. Was it ripped from a DVD? Was it downloaded from a website? All of that info will help us diagnose the problem better for you.

Scenario 1 is the case, I have both HD and SD footages in my project. the SD materials were captured from mini dv and dv tapes. my final export should be in HD format and I used resize effect to fit the 4.3 footages into HD format. the problem is that I have a lot of interlaced artefacts in 4.3 footages and I would like to know how I could deinterlace those footages. Now as jwrl suggested I tried to use timewrap effect but every time I try to add the filter a window pops up that says "effect does not apply.

So if you are hitting play in the Media Composer software, everything looks fine? But when you export it looks bad?
If so, do this:1) Export. 2) Options.3) QuickTime Movie -> Custom (not Same-as-Source).
4) Format Options -> Settings.
5) Compression type: DNxHD Codec. Frame Rate: Current. Resolutions: (pick your desired). Click OK.
6) Format Options -> Size. This is where you check "Deinterlace Source Video". Click OK.7) Now that you are back on your main Export QuickTime wondow, make sure the Video Format -> File Field Order is set to Upper Field First, and NOT to Single Field. Otherwise final playback will look choppy.Try that for a small (ten seconds or so) portion of your timeline and see if it fixes it.
in the media composer when I hit play I see interlaced artefacts all over the 4.3 resized footages.
