    Odd time frame

    A friend of mine has been invited to show a video work in Buenos Aires. They want to add subtitles in Spanish and have asked her for a "script" and a timing list.  The format they have asked for is this: 1:00:00:31,000 --> 00:00:34,000.  We cannot figure out what the comma and three zeros at the end mean.  Can anyone help decipheer this?

    I've never seen that in any software or tape deck. Which meand it is either:

    1) Someone is clueless

    2) Someone made an error

    3) The facility places tape numbers in those three digits. Meaning tape number 237's timecode is 1:33:04;17,237.

    That looks similar to the format of an SRT or VTT file...a sort of closed-captioning for YouTube and other online formats.

    Instead of frames, they use thousands of seconds (the last three digits).
