In this case, the project specifications are: HD 1080i 59.94fps;

The machine is an HP Z820 with all the Avid's hardware especifications.

I don't think there is specific guidance that says when you should render in a variety of scenarios. My personal rule is if the sequence will not play without rendering, then render it.
